EU drafts rules to force big tech companies to share data: FT
"The likes of Amazon and Google shall not use data collected on the platform . . . for (their) own commercial activities . . . unless they (make it) accessible to business users active in the same commercial activities," the FT reported, quoting the draft.
EU antitrust chief Margrethe Vestager would announce by the end of this year tough new rules under the Act, aimed to increase social media companies' responsibilities and liability for content on their platforms.
The draft suggests that technology giants may be banned from preferential treatment of their own services on their sites or platforms, to the detriment of rivals, according to the report.

Japan's Rakuten offers $30 5G plans in industry shakeup
TOKYO (Reuters) - Japan's Rakuten Inc <4755.T> launched low price 5G services via its cloud-based mobile network on Wednesday in a challenge to rival carriers under fire for high prices that could shake up the telecoms industry globally.
The start of the next-generation service follows the launch of Rakuten's 4G services in April in a network based on cloud-based software and commoditized hardware that the e-commerce firm says has radically slashed entry costs.
Rakuten is offering 5G plans for the same price as its existing plan - 2,980 yen ($28) before tax per month. CEO Hiroshi Mikitani said that price point is around 70% lower than larger rivals which began 5G services earlier this year.

Buoyant Boohoo lifts profit despite supply chain scandal
LONDON (Reuters) - Boohoo reported a 51% increase in first half profit and raised its full year guidance on Wednesday, with publicity over failings in its supply chain showing no impact on the British online fashion retailer's sales.
Last week, Boohoo accepted all the recommendations of an independent review which found several failings in its supply chain in England after allegations about working conditions and low pay, setting out steps to tackle the problems.

Huawei lawyers to respond to prosecution arguments in CFO's U.S. extradition case
VANCOUVER (Reuters) - Lawyers for Huawei Chief Financial Officer Meng Wanzhou will have a chance on Wednesday to respond to arguments made by the Canadian government, as Huawei pushes to add an allegation of abuse of process to block her extradition to the United States.
The hearings, which will finish on Wednesday, are the latest in Meng's extradition case taking place in the British Columbia Supreme Court.
Meng, 48, was arrested in December 2018 on a warrant from the United States charging her with bank fraud for misleading HSBC about Huawei's business dealings in Iran and causing the bank to break U.S. sanction law.

Germany moves to toughen Huawei oversight: sources
BERLIN (Reuters) - The German government is planning tougher oversight of telecoms network vendors that, while stopping short of a ban on Huawei, will make it harder for the Chinese company to keep a foothold in Europe's largest market.

Seattle approves minimum pay rate for Uber and Lyft drivers
Under the ordinance, effective January, the drivers will now earn at least $16.39 per hour - the minimum wage in Seattle for companies with more than 500 employees.
Seattle's law, modeled after a similar regulation in New York City, aims to reduce the amount of time drivers spend "cruising" without a passenger by paying drivers more during those times.

WASHINGTON (Reuters) - The U.S. House of Representatives Judiciary Committee's antitrust subcommittee is expected to release a much-anticipated report into antitrust allegations against four of America's largest tech companies as soon as Monday, according to a source with direct knowledge of the matter.

Micron forecast shy of estimates as Huawei ban bites
(Reuters) - Micron Technology Inc <MU.O> on Tuesday forecast fiscal first-quarter revenue to be slightly below Wall Street estimates, in part because of a U.S. government ban on shipments of memory chips to Huawei Technologies Co Ltd.
Micron shares, which were volatile in extended trading, were down 2% at $49.84 after the company disclosed the Huawei hit.
Micron said Huawei accounted for roughly 10% of its revenue in the fiscal fourth quarter, which ended on Sept. 3. Chief Executive Sanjay Mehrotra said on a conference call with investors that the company was unable to shift those chips to other customers because it had only one month of notice before halting shipments to Huawei on Sept. 14.

(Reuters) - The New York Stock Exchange on Tuesday set a reference price of $7.25 per share for Palantir Technologies Inc, valuing the data analytics company at a $15.8 billion ahead of its public market debut on Wednesday.
While the valuation was lower than the $20 billion that Palantir fetched in a 2015 private fundraising round, the reference price is not an offering price for investors to purchase shares, but rather a benchmark for performance when the stock starts trading on the stock exchange on Wednesday.

U.S. expected to sue Google next week as DOJ seeks support from states
The lawsuit is expected to accuse Google, builder of the world's dominant search engine, of looking to disadvantage rivals such as Microsoft's Bing by depriving them of the data about users and user preferences that they need to improve and to advertise to people.
The Justice Department has also been investigating Google's "search advertising," the ads that appear under a search box if a person looks up a consumer item like "dishwasher." Google controls the sale of the space under these searches, as well as the tools to make those ad sales.

GM 'continuing discussions' with Nikola on alliance deal
DETROIT (Reuters) - General Motors Co <GM.N> and Nikola Corp <NKLA.O> have not finalized their deal to jointly build electric pickup trucks and hydrogen fuel cell tractor-trailers, one day ahead of the date targeted, and are continuing discussions, GM said on Tuesday.
"Our transaction with Nikola has not closed," GM spokeswoman Juli Huston-Rough said in a statement. "We are continuing our discussions with Nikola and will provide further updates when appropriate or required."

Diving Into Delta Lake: DML Internals (Update, Delete, Merge)
In previous blogs Diving Into Delta Lake: Unpacking The Transaction Log and Diving Into Delta Lake: Schema Enforcement & Evolution, we described how the Delta Lake transaction log works and the internals of schema enforcement and evolution. Delta Lake supports DML (data manipulation language) commands including `DELETE`, `UPDATE`, and `MERGE`. These commands simplify change data capture (CDC), audit and governance, and GDPR/CCPA workflows, among others. In this post, we will demonstrate how to use each of these DML commands, describe what Delta Lake is doing behind the scenes when you run one, and offer some performance tuning tips for each one. _delta_log folder, which contains the Delta Lake transaction log. The ACID transaction log serves as a master record of every change (known as a transaction) ever made to your table. As you modify your table (by adding new data, or performing an update, merge, or delete, for example), Delta Lake saves a record of each new transaction as a numbered JSON file in the delta_log folder starting with 00...00000.json and counting up. Every 10 transactions, Delta also generates a “checkpoint” Parquet file within the same folder, that allows the reader to quickly recreate the state of the table.
Ultimately, when you query a Delta Lake table, a supported reader refers to the transaction log to quickly determine which data files make up the most current version of the table. Instead of listing files from your cloud object stores, the paths of the exact files needed are provided significantly improving query performance. With DML operations, like the ones we’ll discuss in this post, Delta Lake creates new versions of files rather than modifying them in place — and uses the transaction log to keep track of it all. Now that you have a basic understanding of how Delta Lake works at the file system level, let’s dive into how to use DML commands on Delta Lake, and how each operation works under the hood. The following examples will use the SQL syntax as part of Delta Lake 0.7.0 and Apache Spark 3.0; for more information, refer to Enabling Spark SQL DDL and DML in Delta Lake on Apache Spark 3.0.
Delta Lake DML: UPDATE
You can use the `UPDATE` operation to selectively update any rows that match a filtering condition, also known as a predicate. The code below demonstrates how to use each type of predicate as part of an `UPDATE` statement. Note that Delta Lake offers APIs for Python, Scala, and SQL, but for the purposes of this post we’ll include only the SQL code.

UPDATE: Under the hood
Delta Lake performs an `UPDATE` on a table in two steps:
- Find and select the files containing data that match the predicate, and therefore need to be updated. Delta Lake uses data skipping whenever possible to speed up this process.
- Read each matching file into memory, update the relevant rows, and write out the result into a new data file.
Once Delta Lake has executed the `UPDATE` successfully, it adds a commit in the transaction log indicating that the new data file will be used in place of the old one from now on. The old data file is not deleted, though. Instead, it’s simply “tombstoned” — recorded as a data file that applied to an older version of the table, but not the current version. Delta Lake is able to use it to provide data versioning and time travel.
UPDATE + Delta Lake time travel = Easy debugging
Keeping the old data files turns out to be very useful for debugging because you can use Delta Lake “time travel” to go back and query previous versions of a table at any time. In the event that you update your table incorrectly and want to figure out what happened, you can easily compare two versions of a table to one another.

UPDATE: Performance tuning tips
The main way to improve the performance of the `UPDATE` command on Delta Lake is to add more predicates to narrow down the search space. The more specific the search, the fewer files Delta Lake needs to scan and/or modify.
The Databricks managed version of Delta Lake features other performance enhancements like improved data skipping, the use of bloom filters, and Z-Order Optimize (multi-dimensional clustering), which is like an improved version of multi-column sorting. Z-ordering reorganizes the layout of each data file so that similar column values are strategically colocated near one another for maximum efficiency. Read more about Z-Order Optimize on Databricks.
Delta Lake DML: DELETE
You can use the `DELETE` command to selectively delete rows based upon a predicate (filtering condition).
DELETE FROM events WHERE date < '2017-01-01'
In the event that you want to revert an accidental DELETE operation, you can use time travel to roll back your table to the way it was, as demonstrated in the following Python snippet below.

DELETE: Under the hood
`DELETE` works just like `UPDATE` under the hood. Delta Lake makes two scans of the data: the first scan is to identify any data files that contain rows matching the predicate condition. The second scan reads the matching data files into memory, at which point Delta Lake deletes the rows in question before writing out the newly clean data to disk.
After Delta Lake completes a `DELETE` operation successfully, the old data files are not deleted — they’re still retained on disk, but recorded as “tombstoned” (no longer part of the active table) in the Delta Lake transaction log. Remember, those old files aren’t deleted immediately because you might still need them to time travel back to an earlier version of the table. If you want to delete files older than a certain time period, you can use the `VACUUM` command.
DELETE + VACUUM: Cleaning up old data files
Running the `VACUUM` command permanently deletes all data files that are:
- no longer part of the active table, and
- older than the retention threshold, which is seven days by default.
Delta Lake does not automatically `VACUUM` old files — you must run the command yourself, as shown below. If you want to specify a retention period that is different from the default of seven days, you can provide it as a parameter.

Caution: Running the `VACUUM` command with a retention period of 0 hours will delete all files that are not used in the most recent version of the table. Make sure that you do not run this command while there are active writes to the table in progress, as data loss may occur.

DELETE: Performance tuning tips
Just like with the `UPDATE` command, the main way to improve the performance of a `DELETE` operation on Delta Lake is to add more predicates to narrow down the search space. The Databricks managed version of Delta Lake also features other performance enhancements like improved data skipping, the use of bloom filters, and Z-Order Optimize (multi-dimensional clustering), as well. Delta Lake DML: MERGE
The Delta Lake `MERGE` command allows you to perform “upserts”, which are a mix of an `UPDATE` and an `INSERT`. To understand upserts, imagine that you have an existing table (a.k.a. a target table), and a source table that contains a mix of new records and updates to existing records. Here’s how an upsert works:
- When a record from the source table matches a preexisting record in the target table, Delta Lake updates the record.
- When there is no such match, Delta Lake inserts the new record.

The Delta Lake `MERGE` command greatly simplifies workflows that can be complex and cumbersome with other traditional data formats like Parquet. Common scenarios where merges/upserts come in handy include change data capture, GDPR/CCPA compliance, sessionization, and deduplication of records. MERGE: Under the hood
Delta Lake completes a `MERGE` in two steps.
- Perform an inner join between the target table and source table to select all files that have matches.
- Perform an outer join between the selected files in the target and source tables and write out the updated/deleted/inserted data.
The main way that this differs from an `UPDATE` or a `DELETE` under the hood is that Delta Lake uses joins to complete a `MERGE`. This fact allows us to utilize some unique strategies when seeking to improve performance.
MERGE: Performance tuning tips
To improve performance of the `MERGE` command, you need to determine which of the two joins that make up the merge is limiting your speed.
If the inner join is the bottleneck (i.e., finding the files that Delta Lake needs to rewrite takes too long), try the following strategies:
-
- Add more predicates to narrow down the search space.
- Adjust shuffle partitions.
- Adjust broadcast join thresholds.
- Compact the small files in the table if there are lots of them, but don’t compact them into files that are too large, since Delta Lake has to copy the entire file to rewrite it.
On Databricks’ managed Delta Lake, use Z-Order optimize to exploit the locality of updates.
On the other hand, if the outer join is the bottleneck (i.e. rewriting the actual files themselves takes too long), try the strategies below:
- Adjust shuffle partitions.
- Can generate too many small files for partitioned tables.
- Reduce files by enabling automatic repartitioning before writes (with Optimized Writes in Databricks Delta Lake)
- Adjust broadcast thresholds. If you’re doing a full outer join, Spark cannot do a broadcast join, but if you’re doing a right outer join, Spark can do one, and you can adjust the broadcast thresholds as needed.
- Cache the source table / DataFrame.
- Caching the source table can speed up the second scan, but be sure not to cache the target table, as this can lead to cache coherency issues.

Nokia wins 5G radio equipment contract from Britain's BT
STOCKHOLM/HELSINKI (Reuters) - Nokia <NOKIA.HE> has clinched a deal with Britain's biggest mobile operator BT <BT.L> to supply 5G radio equipment, the Finnish company said on Tuesday, in one of the first major wins under new CEO Pekka Lundmark.
The deal will make Nokia BT's largest equipment provider and comes just months after Britain said it would ban China's Huawei Technologies from next-generation 5G telecom networks.
The size of the contract was not disclosed.
Nokia has won 63% of the BT contract, or about 11,600 radio sites, a source familiar with the matter said.

STOCKHOLM (Reuters) - Microsoft's <MSFT.O> Bing, PrivacyWall and Info.com were among the search engines that won a quarterly auction by Alphabet's <GOOGL.O> Google to show up as search options on new Android devices in 31 European countries.

Exclusive: Britain hits Airbnb UK with extra $2.3 million tax bill after probe
LONDON (Reuters) - British authorities hit Airbnb UK with an extra tax bill of 1.8 million pounds ($2.3 million) last year, the home rental company's accounts showed on Tuesday, following an investigation into the firm.
The UK arm of the San Francisco company, which also paid annual corporation tax of over 1 million pounds in Britain, said it had paid the extra obligations after a request from British tax authorities Her Majesty's Revenue and Customs (HMRC).
"During 2019, the Company received a revised assessment from HMRC which resulted in additional tax payable of 1.8 million pounds," Airbnb UK said in their accounts, which were reviewed by Reuters, after two years of contact with HMRC about its tax arrangements.

Microsoft 365 outage affects multiple services
The developer of Windows and Office software said it did not "observe an increase in successful connections" even after it rolled back the change to mitigate the impact.
"A moment ago nothing was working, then I went into files in Teams and it was working, now nothing is working. Well I guess now I have an excuse to not do work and watch TV," one Twitter user tweeted.

Sanctions-hit Huawei ramps up investment in Chinese tech sector
SHANGHAI (Reuters) - Huawei Technologies has built up stakes in Chinese semiconductor companies and other tech businesses as the world's largest telecoms equipment maker bolsters its supply chain in the face of pressure from the United States.
Habo Investments, set up by Huawei in April 2019, has closed 17 deals for stakes in Chinese tech companies since August last year, public records show.
The investment arm was established in response to what Huawei's rotating chairman, Guo Ping, last week described as "suppression" by the United States after escalating restrictions that have cut off Huawei's supplies of many overseas chips and effectively barred it from building its own.

WASHINGTON (Reuters) - The Securities and Exchange Commission on Monday charged a former finance manager at Amazon.com, Inc. and two of her family members with insider trading in advance of the company's earnings announcements between January 2016 and July 2018.
The SEC alleged that Laksha Bohra, who worked as a senior manager in Amazon's tax department, acquired and tipped her husband Viky Bohra with highly confidential information about Amazon's financial performance.
The complaint alleges that Viky Bohra and his father, Gotham Bohra, then traded on this confidential information, reaping illicit profits of approximately $1.4 million.

Study says Google market power has grown despite EU order to play fair

Volkswagen, Chinese ventures to invest 15 billion euros in electric vehicles
With the investment by Volkswagen and its three joint ventures with FAW Group [SASACJ.UL], SAIC Motor <600104.SS> and JAC <600418.SS>, the German automaker will build 15 different battery electric or plug-in hybrid models in China by 2025.

EV maker Xpeng plans new plant with local government financing
Xpeng, listed in New York and headquartered in Guangzhou, will start making cars at the factory from the end of 2022. It is already makes P7 sedans and G3 sport-utility vehicles in two existing factories in China.

UK says test result issue on England's COVID-19 app resolved
The app's official account had said on Saturday it could not link to test results taken in Public Health England laboratories, via the National Health Service or as part of a survey run by the Office for National Statistics.
"Everyone who receives a positive test result can log their result on the app," a health ministry spokesman said.

WASHINGTON (Reuters) - Federal Aviation Administration Chief Steve Dickson is set to conduct an evaluation flight at the controls of a Boeing 737 MAX <BA.N> next week, a key milestone as the U.S. planemaker works to win approval to resume flights, the agency told lawmakers.

I’m thrilled to announce that I will be participating in Google Season of Docs (GSoD) 2020 with the Jenkins project. I started contributing to Jenkins documentation during the technical writer exploration phase for Google Season of Docs 2020 and I must say, my journey so far has been nothing short of amazing majorly because of the supportive community behind this project. I chose the Jenkins project because I understood this project from a user point of view as I had been exposed to setting up, configuring, and using Jenkins to automate CI/CD processes. I piqued interest in two of Jenkins project ideas, Plugin documentation migration and update and Document Jenkins on Kubernetes, submitted proposals for these two projects and to my utmost joy, the latter was selected.
In this article, I’m going to be explaining what my selected project is about and why this project is important to the Jenkins community and its users.
Introduction
Kubernetes is a platform-agnostic container orchestration tool created by Google and heavily supported by the open-source community as a project of the Cloud Native Computing Foundation. It allows you to use container instances and manage them for scaling and fault tolerance. It also handles a wide range of management activities that would otherwise require separate solutions or custom code, including request routing, container discovery, health checks, and rolling updates.
Kubernetes is compatible with the majority of CI/CD tools which allow developers to run tests, deploy builds in Kubernetes and update applications with no downtime. One of the most popular CI/CD tools now is Jenkins for the following reasons:

The following reasons have made Jenkins on Kubernetes a popular theme for Jenkins users, however, there’s currently no central location for documentation describing Jenkins on Kubernetes, thereby making it difficult for Jenkins on Kubernetes users to navigate and find information. This project would create a new Kubernetes Volume on Jenkins.io which would describe the concepts, techniques, and choices for Kubernetes users running Jenkins.

Project Improvements
To solve the existing issue with Jenkins on Kubernetes documentation, a new Kubernetes volume will be created on Jenkins.io. This Volume is going to aggregate user guides, information on cloud providers and demos on Jenkins on Kubernetes. You can find the proposed contents for the new volume here. Feel free to comment on any suggestions you might have in the proposed content doc.

Documentation Period
This period is going to be focused on creating contents which include user guides, tutorials, demos, etc. for Jenkins on Kubernetes. Some of the topics to be covered include Installing Jenkins on Kubernetes, Administering Jenkins on Kubernetes, Cloud providers and much more.
Documentation Timeline
1st Month (September - October)
Some basic prerequisites for installing jenkins on kubernetes include docker, a kubernetes cluster, and optionally Helm or the Jenkins Operator for Kubernetes.
Helm is a package manager which automates the process of installing, configuring, upgrading, and removing complex Kubernetes application. A Helm chart defines several Kubernetes resources as a set. Helm can make deployments easier and repeatable because all resources for an application are deployed by running one command.
Helm has two elements, a client (helm) and a server (Tiller). The server element runs inside a Kubernetes cluster and manages the installation of charts. With Helm, configuration settings are kept in values.yaml file separate from the manifest formats. The configuration values can be changed according to application need without touching the rest of the manifest.
On the other hand, the Jenkins operator is a Kubernetes native operator which fully manages Jenkins on Kubernetes. It is easy to install with just a few manifests and allows users to configure and manage Jenkins on Kubernetes. To run jenkins-operator, you need to have a running Kubernetes cluster and kubectl installed.

Pipelines as Code — declarative way to version your pipelines in VCS

Security and Hardening — an initial security hardening of Jenkins instance via Groovy scripts to prevent security vulnerabilities
In the first month, the focus will be on documenting an introductory section. This section will include but is not limited to Setting up Kubernetes cluster, Installing Jenkins on Kubernetes, exploring the various approaches by which this can be achieved such as using helm package manager or the Jenkins Operator as explained above and Administering Jenkins on Kubernetes.
2nd Month (October - November)
In the second month, the focus will be on documenting how to setup up CI/CD pipelines using Jenkins and Kubernetes on different cloud providers. Some of the cloud providers we will be looking at include but are not limited to:

Facebook events service gets temporary exemption from Apple App Store fees: blog post
SAN FRANCISCO (Reuters) - Facebook Inc said on Friday that businesses running paid online events on its iOS app would not need to pay a 30% fee to Apple for the remainder of 2020, temporarily defusing a standoff between the two tech giants.
The social media company said in a blog post that all businesses except gaming creators would be eligible for Apple's fee exemption and can process payments for the online events they run through Facebook Pay.
"Apple has agreed to provide a brief, three-month respite after which struggling businesses will have to, yet again, pay Apple the full 30% App Store tax," Facebook company spokesman Joe Osborne said in a statement.

Social media deal earns advertisers' 'likes', but not yet all their dollars
LONDON (Reuters) - Advertisers who boycotted social media are not all rushing back, despite an agreement by Facebook, YouTube and Twitter on how to curb harmful content online.
Unilever, one of the world's biggest advertisers, told Reuters the move this week was "a good step in the right direction," but would not say whether it would resume paid advertising on Facebook in the United States next year after stopping over the summer.
Coca-Cola also remains paused on Facebook and Instagram and declined to say if this changed its view. Beam Suntory, maker of Jim Beam bourbon and Courvoisier Cognac, plans to stay away from paid advertising for the rest of 2020 and reassess in 2021 based on how Facebook adjusts its approach.

NEW DELHI/SEOUL (Reuters) - India is unlikely to revoke a ban on PlayerUnknown's Battlegrounds (PUBG) following PUBG Corp's decision to withdraw the mobile game's publishing rights in the country from China's Tencent <0700.HK>, a senior government official said on Friday.
PUBG, a popular online multiplayer battle game, was among 118 Chinese-origin mobile applications banned by New Delhi earlier this month.
That led PUBG Corp, the unit of a South Korean firm behind the game, to announce it would no longer give Tencent Games the rights to publish the game in India. It also said it was exploring ways to provide gaming experiences to Indian users in future.

Alphabet settles shareholder suit over sexual harassment claims
The company will set aside $310 million in funding towards diversity initiatives and prohibit severance packages to employees who are subject to any pending investigation for sexual misconduct or retaliation, it said.
The lawsuit from last year accused Alphabet leadership of covering up sexual harassment scandals within the company including by awarding lavish exit packages to two top executives found responsible for misconduct. The litigation had been in mediation.
Alphabet said on Friday it is setting set up a new council to oversee its diversity efforts and would make arbitration optional for individual sexual harassment claims, heeding to a long-time request from some of its employees.

Twitter aims to label more state-affiliated accounts worldwide
(Reuters) - Twitter Inc Chief Executive Jack Dorsey said on Friday the social media platform plans to expand its labeling of state-affiliated accounts worldwide, even as he defended its policy of allowing leaders of countries like Iran and China to use Twitter.
During the virtual Oslo Freedom Forum, hosted by New York-based nonprofit the Human Rights Foundation, Dorsey said Twitter would label accounts in more countries to give users more context for information tweeted by state-affiliated accounts and "if there's an agenda behind it."

BEIJING (Reuters) - When 32-year-old photographer Jaco Xu needed a run-around car for work in the eastern city of Hangzhou, the price tag on the latest micro EV from GM's China joint venture overcame his qualms about electric vehicles.
Xu paid 38,800 yuan ($5,735) for his tiny two-door Wuling Hong Guang MINI EV, while the basic model retails for just 28,800 yuan ($4,200), making it China's cheapest EV.

Justice Department asks judge to allow U.S. to bar WeChat from U.S. app stores
WASHINGTON (Reuters) - The U.S. Justice Department asked a federal judge in San Francisco early on Friday to allow the government to bar Apple Inc <AAPL.O> and Alphabet Inc's Google <GOOGL.O> from offering WeChat for download in U.S. app stores pending an appeal.
The filing asked U.S. Magistrate Judge Laurel Beeler to put on hold her preliminary injunction issued Saturday. That injunction blocked the U.S. Commerce Department order which was set to take effect late on Sept. 20 and that would also bar other U.S. transactions with Tencent Holding's <0700.HK> WeChat, potentially making the app unusable in the United States.
The Justice Department filing said Beeler's order was in error and "permits the continued, unfettered use of WeChat, a mobile application that the Executive Branch has determined constitutes a threat to the national security and foreign policy of the United States."

Tyler Technologies says it was hacked with ransomware, election programs safe
SAN FRANCISCO (Reuters) - Tyler Technologies <TYL.N> said the hacking attack against it disclosed Wednesday used ransomware, which encrypts company files and demands payment to decrypt them again.
In a statement to Reuters, the vendor of software to counties and municipalities said the hacker only reached internal networks.
Tyler said the attack had no impact on the software it hosts for clients, and the software it sells that displays election results is hosted by Amazon and so was not at risk.
"We have confirmed that the malicious software the intruder used was ransomware. Because this is an active investigation, we will not provide any additional specifics relating to our incident response or our investigation at this time," said the company, based in Plano, Texas.

Facebook suspends fake Russian accounts, warns of U.S. election hack-and-leak threat
LONDON (Reuters) - Facebook Inc <FB.O> said on Thursday it has dismantled three networks of fake accounts which could be used by Russia's intelligence services to leak hacked documents as part of efforts to disrupt the upcoming U.S. election.
The company said the accounts, which it suspended for using fake identities and other types of "coordinated inauthentic behaviour," were linked to Russian intelligence and people associated with a St. Petersburg-based organisation accused by U.S. officials of working to sway the 2016 presidential vote.
The Russian foreign ministry did not respond to a request for comment after normal working hours in Moscow. Russia has repeatedly denied allegations of election meddling and says it does not interfere in the domestic politics of other countries.
